As far as I have been able to figure out, that is an unalterable default in Konqueror. I never really went digging for a Konqueror config file, though, to see if there was a way to alter the default manually, but I was unable to find a way to change the default behaviour in the GUI. It has been replaced by better tools. It still exists, is all. On my Win98 installation, on my laptop, I still have CompuServe DOS_CIM and WinCIM installed, and believe it or not, both still work for connecting with some of the older, non-Web CompuServe forums, and for sending and receiving email.
