i am not able to get the utility. i am using kde as my default desktop. is their a

That could be the problem ... you will have to remove the ups daemon from
the startup services, or in case you are really using the ups, configure it
to use the right device.
In GUI mode, there is an app called the "control-panel" also known as
TkSysV or something. This allows a graphical interface to edit all the
start-and-stop sevices for all the runlevels. Use that to remove the
ups-daemon entry ...
