Is it an internal modem or an external one? If it's an external one, it's
probably _not_ a winmodem and you can use 'modemtool' to setup your
modem. If it's an internal modem (especially if it's PCI) it's probably a
winmodem. Winmodem's are actually called that because they require certain
software drivers to make them work. And currently, most manufacturers
provide drivers for Windows only. However, you may still be in
luck. Check out http://www.linmodems.org/ to find out whether a Linux
driver is available for your modem. You may need to know the exact
chipset used by your modem to locate the proper driver.

If you do plan to buy another modem, i suggest you go for a Dax
MicroModem, which is a cheap winmodem that performs well  under Linux.
