Okay, first of all, it is an IP address, not a TCPIP address.  The address
is only used at the network layer (IP).  TCP uses ports to communicate
between applications.

When you change the IP address, is it on the same subnet or not?
Do you have a DNS server set up somewhere or are your clients referring to
one?

Do you have a default gateway set up somewhere?

Does mail and ftp also take time?  What about talk?
