So in /etc/dhcps.conf u must be specifing a range of IPs to
allocate to clients. Now the address u r trying to allocate
to another server as fixed address may be falling in the
range which may be already allocated to some client on first
com first serve bases. That will create a conflict in ur
network.

It is apparent that when u assign an address which is
outside ur dhcpd server range ur problem get solved.

This I am unable to understand and so can not explain.
