Being a centralized system, land purchase in name of B would be reported to Tax authorities based on national ID.They can validate if B has shown enough income to afford this land. And if he is paying taxes on that income. Similarly, PoA would have IDs of both B and A. This can again be used to track properties that are controlled by A. Right now, A can "invent" hundreds of fictitious B's since IDs do not require biometrics.
