So what are the features that the new core really needs that everyone 
else can build upon?

* Some great pitch-/time-shifting algorithms
* Disk streaming and memory caching functionality
* Some kind of simple to use modular framework
* File format support
* GUI support (which would relate to Airon's drag and drop thing)
* Scripting engine

I honestly don't know where would be a good place to start. I guess 
describing the framework would be the logical point. What would the core 
modules be, how should modules be written, how will they be called, etc.

I don't know if I'm of any help or not, but I'll give it a go. :-)
