Can't say for sure yet. But on the other hand and AFAIK, nobody else reported 
such an issue before (not that this means something ;-) ).

Since this is a fundamental DLL, I don't even think that Windows allows you to 
delete or overwrite it (at least not that easily). But you could try making a 
Windows update, and hoping that it will replace the DLL by a new one.
