Since it either must run on the 'net or or have a section that runs on the 
'net, and since our office runs on Linux, definitely on Linux.

And most likely running MySQL.

But as far as that "open-source implementation", that's actually very 
problematic.  It's unlikely that any open-source billing system will meet the 
new requirements for certification for Visa/MasterCard, etc. (huge fees for 
certification from all the certification providers).  The problem is that if I 
write my own package I have a small enough cash-flow through cards that I can 
self-certify, but any publisher of an open-source system has to certify based 
on whatever cash flow their aggregate userbase uses.

At least that's what my attorney thinks.

We'd love to use open source, but we need an answer for that.  My attorney 
says don't risk it; the fines are too high.

If any of you have experience in this, or know better, please post.

For what it's worth, there's no package, commercial or open source, that does 
what we need/want, so we may end up building it ourselves.
