You might want to try Scribus. It is a desktop publishing program. I think it 
has a PDF import function.

I have done limited PDF editing with OpenOffice-3 Writer & the GIMP.
Definitely limited.

After writing the above, i found a couple bookmarks of interest.
Don't think i've tried out the entirety of either of these links.
I see that PDFedit is in universe in ubuntu hardy (and presumably newer).
If you try it out please let us know how good it is, t.i.a.
