I don't know anything about LPIC... and without any history of computer
knowledge or target usage, suggesting a distribution is tough.

I'd probably suggest one from this list:
 - Ubuntu <-- My current workstation flavor, it's the same base as debian
and mint, but it seems to have a more comprehensive selection of packages
 - Fedora <-- I started on this one, but had some trouble getting it to work
properly (though that was back in 2004)
 - Mint <-- Tried this once and thought it was nice, but didn't like the
look of everything (very green)
 - Debian <-- I run this on one webserver and one
firewall/gateway/fileserver
 - Slackware <-- second one I tried, worked out very nice, but tends to have
slightly older software, it's very stable

I also run Gentoo, though I'd point all beginners  away from this as a
starting point (minus a select few, only for the exceptionally adventurous)
