Extension of a partition can be done only if there is space adjacent to the
partition -- use gparted (live cd) in such case.
However, if that is not possible, then you need to make some space for /usr
partition (where most binaries install). analyse how much will be need then
created a partition with label /usr2. sync all content of /usr to /usr2.
later you can reset label from /usr2 to /usr and create a mount point in
fstab for the new /usr.
Idea is to move all /usr to a new partition and free up / from its contents.

The procedure to do so should be done with careful considerations such as
preserving permissions. I have not covered it in detail, and I am not sure
about its success rate, as I have never done it practically. You will have
to dig more in to it with use of searches on google.

*Bottomline:* only Gparted-live   &  moving /usr to new partition comes to
my mind as solutions.
