I remain unclear as to the need for heavyweight policy processes and/or 
self-regulation in the allocation of flat namespace identifiers.  Neither 
were/are necessary for the allocation of PENs and the vast majority of the 
other resources the IETF has specified. Can you explain why you believe you 
need the RIR policy processes and complex self-regulator regimes for the 
allocation of EIDs?

I personally don't think it makes any sense to regionalize EIDs. You would 
appear to feel differently. Can you explain why?

As Jeff points out, the services that need to be provided for the allocation, 
registration, and related services for EIDs are not that hard or expensive.  
Where things get tricky is (a) scaling up to meet exponential growth and (b) 
dealing with inter-governmental politics.  At this point in LISP's evolution, I 
do not believe either are an immediate concern.

I agree 100% with the first part.  I'm struggling to understand the need for 
the second part, but that can be deferred until the requirements are identified.
