If we have one set of criteria for how organizations can become EID assigners, then w have one simple and consistent set of rules. The fact that some of the organizations who might choose to participate may wear other hats (RIR, DNS Registrar, ...) does not create in and of itself any additional complexity for us or in or document.

You just ask the RIR(s) to become EID registrars.  They
don't have to be "special" and in fact, probably shouldn't be.
