Which would require someone to go to each of the RIRs and initiate a policy 
proposal that says the RIRs undertake allocation/registration of EIDs. During 
the discussion of the policy, I suspect RIR staff would be asked "how much will 
this cost", which will result in staff going back and coming up with numbers 
that are fed into the policy deliberations which are then voted on (one way or 
another) at an RIR meeting. My impression is that this isn't a particularly 
quick exercise.  Would you be able to provide an estimate on how long you think 
it'll take for each of the RIRs?

Also, if some RIRs approve of getting into the EID Leasing business and some 
don't, does that mean the enterprises that live in the regions served by RIRs 
that don't want to hand out EIDs can't participate in the LISP experiments?

Good question. My impression is that IPv6 allocations started to occur before 
policy definition processes became relatively heavyweight, but I might be 
misremembering.

To be honest, I'm still not convinced that it makes sense to partition EID 
space on geo-political boundaries. Do you think there is are any reasons to do 
so?

My recollection was that RIRs had different policies, e.g., some required (at 
least) RIR membership and all required entering into some sort of legal 
Registration Service Agreement.  However, again I might be misremembering.
