I've worked on this a few times, and never found anything usable. It's a
tough deal to simulate.

Basically, what I do now is a lot of modelling of my existing systems, to
build projections of what new stuff will do. And then I do baby-step
implementation, where I take a small piece of a production delivery and see
whether it works, and how closely it matches my projections. And as it
proves itself, it takes over larger chunks of things, until I am comfortable
fully switching to the new stuff.

Doing it this way creates (as you might guess) logistical issues and can
slow things down, but I've yet to find a way to test that doesn't involve
limitations that make the test useless (50,000 emails to one domain is not
the same as 50,000 emails to 1000 domains), or involve annoying lots of
sites and/or people who might not appreciate it, or setting up test systems
(and relationships) that take more time and energy than they're worth, and
still might not work.

So I use production data, very, very carefully. And use that as motivation
to get it right first.
