Best rule of thumb I've encountered (and one that's repeated in many drivers' manuals) is the three second rule; i.e., you pick a point by the side of the road, wait for the car in front of you to pass it, and then count three seconds. The distance he's travelled in that time is your minimum following distance.

This rule is all but impossible to observe in practice, since every dumbass and his grandmother will cut you off if you try, but it works at any speed and is a handy rule of thumb (at least under safe conditions; add time for icy roads, poor visibility, and the like). If you at least try to observe it you'll reduce your chances of having an accident significantly.
