The basic idea is generally sound, though.  It's been demonstrated that it's
possible to show emotion in a character without facial expressions.  But at
the same time, people tend to start having problems figuring out who is
speaking when you've got too many characters whose lips don't move.  This
problem is generally dealt with by only having a couple of characters like
that.  In Star Wars, when you're just dealing with the two droids, it's not
that hard to track who is giving particular dialogue (particularly since one
of the two can only speak in whistles and beeps).  On the other hand, can
you imagine what it would be like trying to follow a conversation between
the members of a full platoon of clone troopers, all of whom are wearing
their helmets?

In the case of R2-D2, the sound of his beeps really only convey his
emotions, not his thoughts/dialogue/etc.  That comes from the
interpretations of his beeps by C3-P0, Luke, etc., the reactions of those
around him, or his actions.  A movie of only R2-D2 droids would get boring
quick.
