Perhaps GSO, L5 or Lunar orbit are fairer comparison than LEO. Earth
surface to Lunar orbit is 12.7 km/s, Lunar surface to Lunar orbit is
2.2 km/s. But still the message is climbing out of Lunar gravity well
is not cheap (about 1/6, how about that?).

Googles around... hah, look!

A bunch of non-government (but mainly US) scientists are proposing to
bypass the Moon and use Solar-Earth L2 point (SEL2) for a staging area
for deep space travel.

Coincidentally, Zeon is also located at L2 (of the Earth-Moon system). :)
