Ahhh... excellent find. Particularly the link to Kulcinski's webpage.
Considering Kulcinski's role as an influential promoter of He-3
exploitation, his own 1997 article hightlights there's still an
incredibly long road to fusion power.

Looks to me another pie-in-the-sky science-fiction being disguised as
