Chris, I agree with your points, so don't take my words as disagreement,
I'm just throwing out some ideas to add to the discussion.
Wouldn't it be EASIER to launch a deep space Expedition from a settled
Moon Colony then from Earth? My reasons are -
After getting settled into this colony[say a few years], they could
build a manned deep space ship and avoid having to expend more energy
for launching from Earth. Does that make any logical sense or is my
brain bumfuzzled?

Erm...why? I get missions to orbit and such, since you can do a lot in
the way of experiments and materials science projects there. And I get
