How would they influence it? I'm not arguing here, I'm just not clear on
what a director does in anime. Once you have character designs and
scripts, what *can* he do? It probably depends on the director, I guess.

This is true. In the case of a workaholic like Tomino, not only does does
he play the role of director, he also gets credited for the "original
work" on shows he works on, which is the same credit used in Japan when,
for example, an author's novel is adapted into a film. Plus, he is known
to work as a scriptwriter, storyboarder, and song lyric writer using
multiple aliases. And we know that people like Tomino, Mitsuo Fukuda, &
Yasuhiro Imagawa exercise varying amounts of control on the way the mecha
look.
I don't know that it works this way in Japan, but I hear sometimes in
America that TV is viewed as more of a writer's medium while film is a
director's, which just muddies the waters more over who has the most
influence over what.

So it all depends the whole setup - how much influence the writers,
producers, and director have over a given project. Tomino, being a marquee
name, can pretty much run the show while other directors may just be there
to make sure things go well from a technical standpoint?
I do hope that Seiji Mizushima, from his work on Fullmetal Alchemist, would
be closer to Tomino's level of influence instead of just being a (probably)
well paid figurehead. As all of us have seen, you can certainly take a good
story and turn it into a REALLY bad show while the opposite is also true.
Again, I'll keep my fingers and toes crossed that, no matter what we may
think of the concept of 00 at this point, that it ends up being a good show
with the help of a director who's proven his chops already.
