You're right that there are no hard and fast rules for acronyms. Look hard
enough, and I'm sure you could find one that didn't have any vowels, and
yet people insisted on pronouncing (even though such an action is
technically illegal in English).
For example, the Japanese indicates VSBR is meant to be pronounced as
"vesbar".
