While I thought Moralia might be future Monaco (generally in the right part of 
France, at least), the map they flashed of Moralia's borders looked a lot 
bigger than present-day Monaco.  It's not incomprehensible that the borders 
have changed over 300 years, particularly since AEU might use PMC for some of 
its "dirty work" and thus could have given its host country more territory to 
expand its facilities and support.  Not sure how the French would take that, 
though -- that would be carved right out of their own territory, right on the 
Mediterranean.
