OK watched it now. Didn't really pick up every last bit of details, but doubt I will watch it again. Also can't say I spotted the recurring plot device you are talking about. But to revise my speculation: Dominic may have some secretive ties to AEU, but I no longer think there's a direct link between Dominic and PMC/Moralia. *snip* Ali looks like a commander on Setsuna's side (Kurds? or Middle Eastern in general?) fighting against Dominic. Now Setsuna has left his homeland to join an idealistic vigilante and Ali has left to become mercenary to the highest bidder.
