I'm not sure what difference it makes now, but Eric is right. DNRC was eliminated
from the organizer's group BEFORE the IFWP steering committee was constituted and
before Jim Dixon was placed on it, so that accounts for his lack of awareness. DNRC
organized the GIAW, which became the IFWP, and during that transition DNRC was deemed
ineligible by certain people, for some not very good reasons.
