The IFWP was an idea of Kathy Kleinman (DNRC) and hatched in a meting
in Becky Burr's office with a numebr of people in atendance.
That DNRC could'nt participate unti lit incorporated is absilutely
asinine. Good ideas clearly don't need corporate shells.
If I recall we have the CIX to thank for this brainstorm.
