Gordon and all,

  Gordon Cook makes a good point that has been made over and over again
Mike.  What is the essence of the ICANN's authority?  It is not even completely

constituted yet.  The ICANN Interim Board presently really is not in any
position to be making any decisions or even set a process in which
decisions can be made appropriately as in its MoU agreement with the NTIA
has not yet been met, in that their is not decision or consensus on how
or what type of structure for a membership Organization may be formed.
Yet, it appears that you feel that you, the ICANN Interim Board, have the
authority to determine what process in which will be used to determine
what Accreditation requirements should be the standard, amongst
other areas.  This seems on it's face both dictatorial, and in stark
disagreement with the requirements of the White Paper as well as the
NTIA/MoU.  How do you justify this position Mike?
