ICANN derives its authority from the NTIA, under the DoC, etc.  So
what is the US government position on the tax that ICANN proposes to
levy, and the purposes that this tax puports to fulfill?  What are
other governments' positions on this tax?  It seems given the scope of
this tax, it needs to have quite a bit more public evaluation than
it's currently getting.
