People who are voters in the SO's can also be members in the general
membership.
But not necessarily vice versa.
As such, under the current structure some groups of people/organizations
can get double, triple, and even quadruple multiplication of their votes,
and others do not.
(A similar thing happens with a class structre inside the general
membership or inside any of the SO's -- some interests will find ways to
multiply their effective votes and power by joining multiple classes or by
joining classes in which the pre-allocation of power is larger.)
In other words, under the current SO structure of appointing directors to
the board, some voters are more equal than others.
