Indulge me in the following irrelevant reflection on our
history.  

In the foggy past of late summer and fall, Jim Dixon
explained the what he understood to be meant by "Supporting
Organization"--an organization which supports ICANN
FINANCIALLY.  In other words, the registries which would
either pay fees or collect and transmit fees to NewCO.  It
did not mean a defined constituency with representation on
the board, at least as far as the EuroISPA proposal was
concerned.
