Sounds like you are presuming the only commercial use a domain can have is to
be a sales site. Far from it.

But this requires a team to investigate such reports. I was formerly in charge
of the Abuse Investigations team (a 100% volunteer effort) for ml.org, and I
can tell you that investigation are not as simple and straightforward as you
may think, and we dealt only with spam and illegal activity matters, issues you
would think were very straightforward. Imaging trying to enforce such an
illusive rule like what defines commercial use.....
