No, "the essential service of any registry/registrar" is selling names to
third parties.  Assigning names to one's own hosts/POPs doesn't count.

Besides, 1,657,627 of the 1,667,245 hosts under aol.com are under the
third-level domain ipt.aol.com.  There are consequently less than 10,000
distinct third-level domains under aol.com.
