This is fine as long as they are not the ONLY "Keeper of lists of unique
entries"

I don't want to see the ICANN as the NET Police with unchecked top
down authority as we have seen thus far that has been conducted
improperly, IMHO. I want to see REAL competition. We offered
several methods in which that can be achieved and still have stability.
If you are going to have self regulation, than lets have self regulation...

The USPTO already has this covered David under the new January 16th
new categories of Trademarks.

THis should be determined by the Registrar or Registry, not ICANN. Once
you allow only one organization to control this, you have effectively planted
the seed for another monopoly organization. This has, as we all know,
many dangers and is not in the best interest of the Stakeholders.
