  Not exactly a registry, but rather a policy making body that determines
policies for registries/registrars.  And this should be the function
of ICANN.  however those policies must pass muster with the stakeholder
community through the membership by majority vote.  This does not
seem to be the direction that this ICANN "Initial" and Interim Board
is taking based on some of the decisions that it made in Singapore
as well as public statements the Mike Roberts has made in the press.

  ICANN should not be acting as a registry or "Mother of all Registries"
itself as we currently have with NSI.  Hence our position that
there should be multiple REGISTRIES as well as REGISTRARS.
Many find this to be a potential to "Fragment the net".  We disagree
with that assessment for many obvious reasons.

  The ICANN should however have the ability to temporarily take
over any REGISTRIES/REGISTRARS should the fall on hard times
an go out of business.
