  Good ideas on the template approach.  But didn't ICANN colse down
accepting SO submissions on Feb. 5th?

Good catch.  That's my fault.  In using the Singapore agreement
as a PSO template, I failed to reword this section.

This was an attempt to provide some recognition to other
entities.  Feel free to adjust it as appropriate.  Certainly
protocol developers - as Karl frequently points out - have
a significant interest
 
 

Tony - I have a question.   who authored this malignant beast?
As indicated, I simply took the Singapore draft and replaced
relevant terms to provide a template for the PSO.
