You mean, like the way RIR's have come to oversee IP protocol design?

There is no reason to believe that those responsible for administering 
operations of a service will come to be in charge of the engineering for 
that service's technology.  It doesn't happen in businesses, so why should 
it happen for the Internet?

Which "deal" is that?  The one that is being pursued through Poisson, an 
IETF working group, which has responsibility for approving the "deal", not 
the IAB?  Or is there some other "deal" that you are referring to?
