What I tried to sell in SG to the ICANN Board and the legal staff was a simple idea. 
If they did not like open Board meetings then have a Public Interest person (most 
likely persons) who will attend all NON EXEC meetings of the Board as an observer with 
full rights to report any actions which violate the public trust (I use that term in a 
non legal sense). Note those people will be observers and will observe not take part 
in the debates. They should report only those actions above not just that disagree 
with decisions. That they have the right to do as individuals but not observers.

It seemed to me that this provides protection for all parties. When the new Board is 
elected one hopes (expects) they will hold open meetings and the observer need will go 
away.

I got decent vibs from the ICANN board members I talked with. I intend to push that 
hard.
