Your answer is testimony as to why Constituencies are a bad idea
as part of a structure of a SO or of any membership group in general.
The divisiveness and gerrymandering becomes so politically contrived
that is serves not group adequately and only serves those that are
the better financed that may have designs of "Capture" from that
contrived Constituency. This is why we [INEGroup] VOted and sent
in those votes to the ICANN in opposition to structuring any SO
with built in constituencies.
