DSO is about to launch 2 new third level domain services under two domains we
recently acquired. I know of at least 4 other such services already in
operation (two of which are free, like DSO's services will be). One has over
10K registered domains within less then 3 weeks with nothing but word of mouth.
I know of at least 6 others under development.

So how about a 3rd level NON-ccTLD related registry operators' constituency?

I know the directors of all of these services and they would easily organize
(and work together better than some of these consituencies appear to be).

By what basis would ICANN deny them recognition?
