No one is making the claim that you purport here. Jay is
simply making the
suggestion/claim that per.nu or com.au belong in the ccTLD DNSO
constituency. This may or may not be expectable or desirable,
depending
on your point of view. None the less it seems logical that they
do in several
respects. To believe otherwise is taking a much narrower view
that is
likely to be reasonable. However all of this is mostly an argument
in
semantics. And as such points up the bad idea of a constituency
model
built within the DNSO itself to begin with.
