Indeed.

There was long discussion about the role and establishment of working
groups (still haven't had time to write up my notes, but they are coming
soon).  Both Fay Howard and Bill Semitch pressed for setting up WG policies
and procedures before moving forward, which would have removed the need for
a single individual to make such a pronouncement.  ALL the working groups
will be open, subject to a logistical limitation (e.g., a WG of 250 people
would be unweildy, but no threshold level was defined, obviously another
issue that a policies-and-procedures-first approach would have tackled.)

IMHO, despite the sage advice of Semich and Howard, they put the cart
before the horse.
