What we have happening is a server which is running php creates a string. I
read that string from the cold fusion server using cfhttp. I then clean up
the string to replace the line delimiters with carriage returns, and write
the file locally as a text file. 

One record we had was Nikola Livakovic with an accent on the c... For
reviewing the import I have it output the text file on the cfm page and I
get the accent showing fine. When I then have this code below read the text
file to try and import the records, I get it changing the Livakovic to
Livakovi&#263 and the # sign seems to cause it to suggest illegal string...
Do I need to match the character set of the text file / original php server
output so that it reads the content correctly?

Import into what? What's the error? Are you getting a cf error from the #
sign when you're doing a cffile read or are you getting an error trying to
import it into your db? A little more detail on what's happening and I'm
sure we can help you track it down.
