Not sure if will help in your case, but I've had great success with the deMoronize UDF from cflib.org with stuff like this. Might be worth a shot.

Import into what? What's the error? Are you getting a cf error from the #
sign when you're doing a cffile read or are you getting an error trying to
import it into your db? A little more detail on what's happening and I'm
sure we can help you track it down.

Hi,
We've been having trouble with a text registration import... The person has used special characters in their name - a c with the accent. When trying to import this comma separated text file, it's throwing an error when it comes to the &#263. 

Any suggestion on how to get past this?
