The best method I've found is to swap out stylesheets using Javascript; here's 
an article on how  to do that, including the script should you choose this 
method:

Except that visitors without JavaScript will see two buttons that do
nothing whatsoever when you click them. With _every_ ALA article (and
that includes mine), make sure to read through the comments cause this
is where the real problems are found and fixed. As I stated some
emails ago in this thread, UDASSS does the same thing but does fall
back to a server side solution when JavaScript is not available, which
makes it a much more preferable solution.

Again, you are simulating browser behaviour (which is also keyboard
enabled) in a less sophisticated way and you add extra elements to
your interface to achieve that. When it comes down to it, font
resizers are fancy toys as an excuse for a design that has too small
fonts from the start.
