I choose the date that CSS 1 recommendations where published by the W3C as the offical introduction.
The point was CSS has been around as long as Flash (if not longer 10 years or 12, it is still a long time, not a couple of years)

Well... Apologies for getting picky, but Hakon Wium Lie published the first
draft of Cascading HTML Style Sheets on 10 October 1994. The draft is still
online:
