Aside from my web development work, I have spent some time teaching Internet
basics to a number of people, including those who use assistive technology.
Seeing people up close, who have to use screen magnification technology,
lead me to draw the conclusion that skip links should always be visible and
belong top left.   That is where these users need to first align themselves
and subsequent navigation can sometimes be painfully slow.  Not thinking of
people who are short sighted to a degree, more those with quite serious
problems such as Macular degeneration.

A member of my team Dan Johnson came up with an idea for sighted keyword
users (with tabbing), which he only implement on the homepage
(index.html) so far,
and it works fine with Firefox, but we did not manage yet to get work in
Opera and IE.

We also changed the position of the skip links.

1. Logo
2. h1
3. Skip links
4. ...

Therefore I would like to ask here, what do you think about the
technique and the positioning
of the skip links, and if someone can give us a css tip (no Javascript
if possible) for the above
browser compatibility problems.
