You can't deny their similarity though. Seriously - are there any elements more similar to either?
A visual distinction is often needed between buttons and anchors (although based on context you could argue against), but as long as they're not identical, I can see why you'd want to emphasise their shared aspects with common semantic styling; hence the hand icon, which traditionally denotes objects you can click on.
