I think it's good to leave the cursor behavior as it is by browsers default, when using the visual style for button that is also browsers default ( if we are talking about input type="button" or "submit"), but if designer created his own style and it is not so clear that it is a "system button" then it would be good to change it's cursor properti to "pointer"...

A visual distinction is often needed between buttons and anchors (although based on context you could argue against), but as long as they're not identical, I can see why you'd want to emphasise their shared aspects with common semantic styling; hence the hand icon, which traditionally denotes objects you can click on.
