Home brew is likely to be the cheapest to implement but the running costs will be quite high.
Secunia is a whole lot more than just a SCUP catalog provider and is more a standalone product with a console extension in CM. I don't often come across any of these day to day in my role but one of my customers is looking to evaluate Solarwinds which I aim to be looking at.
